The regional legal competition is held annually in three stages:

Interaction of libraries with local governments
The successful implementation of state policy on legal education of citizens is impossible without close and mutually beneficial cooperation between local governments and public libraries.

In accordance with Art. 24 Constitutions of the Russian Federation, the creation of conditions for the provision of citizens of municipal information is one of the tasks of local authorities. Federal Law No. 8-FZ dated 09.02. 2009 "On ensuring access to information on the activities of state bodies and local governments" defines municipal libraries as centers that provide access to information on the activities of state bodies and local governments.
