The finished gypsum form was cast in the metal in the Mytishchi artistic casting plant (Moscow region), whose specialists, with the participation of the workers of the Baltic ship repair plant and the soldiers of the garrison, set the monument on the pedestal.

The architectural project of the monument was performed by one of the first Kaliningrad architects - Arseny Vladimirovich Maximov.
