The norms of Art. 15 of the Federal Law of 27.07.2004 No. 79 "On the State Civil Service of the Russian Federation" oblige all employees of state institutions to maintain at the proper level the qualifications necessary for the performance of official duties. By virtue of clause 12 of the Procedure approved by order No. 499, the volume of mastering the additional professional program is:

  • in the case of advanced training - at least 16 hours;
  • in the case of professional retraining - at least 250 hours.

The form of study can be any, permitted by law (full-time, part-time, distance). The passage of classes can be carried out with or without separation of the student from the performance of official duties in the civil service position being replaced.

Professional development of a civil servant is carried out throughout the entire period of his service. The representative of the employer (the department in which the official works) must independently determine the plan of the necessary measures, as well as finance them from the funds of the relevant budgets. For students, employers must create the necessary conditions for combining study and work.

The procedure for referral to study

The leadership of the department selects civil servants and sends them to study. The order on the direction to study must indicate the regime of the official for this period, since a civil servant can receive additional professional education in different ways:

  • with complete separation from work (internship, professional retraining and advanced training in Russia and abroad);
  • with partial separation from work (up to 3 working days a week);
  • without interrupting public service (evening groups).

However, recently, partial separation from service has not been applied, and studies are combined with the performance of official duties in the usual schedule, or they receive study leave.
