How to send a letter with a list of attachments correctly. Inventory of attachment in a valuable letter

The information society not only has not abandoned traditional means of communication, but also continues to actively develop them. However, the use of postal services to send correspondence is associated with certain risks. Forwarded documents and valuables can be lost, stolen, destroyed. To improve the security of mailings, such forms as certified and valued letter are used. What is the difference between certified and valuable mail, and which option is better to use in a particular situation?

Definition

Registered letter- the type of postal item, which can be an “M” bag or a small package, a parcel post or a secogram, a card or an ordinary letter, which is accepted by mail without specifying the cost and is handed to the recipient against signature. For the direction of this type of correspondence, the sender is given an appropriate receipt confirming the payment and provision of the service.

Valuable letter- the type of postal item, in which a container or a parcel, a parcel post or a letter described by the sender and evaluated by him is accepted for shipment. The recipient accepts the named values against receipt and checks the contents. The postal operator is financially responsible for the loss of such letters, the amount of damage caused is determined unconditionally.

Comparison

Thus, valuable and registered letters are used to increase the security of the forwarding of correspondence. But between them there are a number of differences that affect the choice of a particular option. Thus, valuable letters have a designated value equivalent to their content. They are used to deliver expensive goods, the loss of which would cause property damage to the sender or recipient.

Registered letters are deprived of such an assessment: the mail does not lose them, but cases of theft are not excluded. The cost is much less than that of a valuable analogue. In addition, registered letters are divided into regular letters, as well as salary of the 1st class. The second option goes through fewer stages of sorting, as a result of which the delivery speed is slightly higher, but the cost also increases significantly: several times.

Both registered and valuable letters do not provide an opportunity to send money: for this you need to use a transfer system. Everyone knows the difficulties in the work of the Russian Post: correspondence is often lost or does not reach the recipient in full. It is for this reason that for the delivery of important papers, where many names, items and valuables (mobile phone, gadget, etc.) are indicated, it is best to use a valuable letter. The addressee will be able to make sure that the parcel has been delivered in full, everything necessary has been handed over to him.

For ordinary documents that are important, it is better to use Valuable Letter. This applies to the sending of work books, insurance policies, books, etc. In other words, it is pointless to steal such items, but their loss or damage will bring significant harm to the recipient or sender. The delivery time of correspondence is determined by the operator's internal documents.

Conclusions site

  1. Price. A valuable letter is sent with an estimate of its value, a certified letter - without such an estimate.
  2. Shipment type. As a registered letter, you can send a parcel post, a letter, a postcard, an “M” bag or a small packet, a secogram, as a valuable letter - a parcel post, a letter, a container or a parcel.
  3. Availability of inventory. A valuable letter contains the entire list of valuables and documents sent to the addressee, a registered letter does not.
  4. Service price. A valuable letter is somewhat more expensive than a registered one, since the Russian Post is financially responsible for its loss.

Instructions

The list of attachments allows the addressee to know exactly which documents and in what quantity were sent to him. Thus, the likelihood of loss or damage to any value along the way is eliminated.

In order to send a valuable letter with a list of attachments, the sender must fill in two copies of a special postal form F-107. You can get the form directly at the post office and you need to fill it out there. It must be remembered that a valuable letter with an inventory of the attachment is sent open, that is, it should not be sealed before it is handed over to the postal worker.

In the form of the list of attachments, the postal address and name of the addressee, as well as the name of the attached documents, their number and the amount of their assessment, if any, are indicated. If the value of the attached documents is not indicated, a dash is put in the column “declared value”. After completing the inventory, the sender puts his signature on each form and sends them along with an open letter to the postal worker.

The postal employee, in turn, must collate the list of attachments in both forms, the recipient's addresses in the inventory and on the envelope, collate the attached documents with the presented list. If the attachments correspond to the list of the inventory, he affixes an imprint of the calendar stamp on each form, signs them and puts one form in the letter.

After sealing the valuable letter, a receipt for payment is issued and, together with a second copy of the inventory of the attachment, is issued to the sender. It should be remembered that the postal service takes a separate fee for checking the attachment inventories, in addition to the cost of sending a valuable letter. The cost for sending a valuable letter with a list of investments within Russia is very small, but it is still preferable to take an additional amount with you or call the post office in advance to find out the current tariffs for this service.

Some services offer users the possibility of a form right on the site and a ready-to-attach inventory.

When you receive the form, proceed to fill it out by following the directions at the beginning of the lines. The introductory part of the document begins with the name of the item. In the final part of the form, sign in the box reserved for the sender's signature. Now you can give the parcel to the operator of the post office, along with the inventory forms, to check that the list matches the contents of the shipment and the correctness of Form 107. The postal worker will fill in the remaining line with his own hand (title and signature) and stamp.

Do not forget that you need to fill out two copies of the inventory, one of which will be included in the postal item, and the second (stamped) returned to the sender along with the receipt of payment.

Attachment inventory - a document describing the quantitative and cost characteristics of a postal item. In the general case, this is a form that is filled in by hand or on a computer and is embedded in the postal item (letter, parcel, etc.).
The inventory contains a list of items that are included in the shipment, as well as their quantity and cost. The form of the inventory of the attachment must be stamped with the stamp of the post office before sealing. The Russian Post uses a form of inventory in form 107.
Inventory of attachments in form 107 is used for the following types of items:
  • a list of the attachment to a valuable letter;
  • an inventory of the attachment to the parcel;
  • list of attachments in the parcel post;
Below is the procedure for registration of forms for the inventory of investments in the institutions of the Russian Post.
The sender fills out two forms of the inventory of the attachment in the form, which indicate: the name (or full name) and postal address of the addressee, the name, the number of items and the amount of their assessment from the point of view of the sender. The indicated cost, on the one hand, affects the amount of compensation that you will receive in case of loss of the shipment, on the other hand, it increases the insurance fee for the shipment.
Further, after filling in, the sender puts his signature on each form. In the event that among the items sent there are items without evaluation, then in the column "declared value" opposite them in the line, a dash is put on each form. At the same time, at the request of the sender, the item evaluation may not be indicated on the copy of the inventory attached to the postal item.
After completing the attachment inventory forms, the postal worker should do the following:
  • Compare records in both copies of the attachment inventory;
  • Compare the correspondence of the address and the name of the addressee indicated in the inventory and on the address side of the shell (address label) of the mail item;
  • Compare the items being sent with the entries in the inventory;
  • Check the compliance of the total amount of investments, from the inventory, with the amount of the declared value of the postal item. The amount of the declared value of the postal item must be identical to the total value of all investments indicated in the inventory;
  • Affix an imprint of the calendar stamp on both copies of the inventory of the attachment and sign them;
The first copy of the inventory of the attachment is put on top of the attachment in the postal item and packed, the second copy is given to the sender along with the receipt.
The service of checking the inventories of the enclosure of parcels handed over by citizens and postal items with declared value handed over by legal entities may be paid.

A registered mail is a postal item that has an identification number. Using this number, you can track the movement of the shipment on the website of the Russian Post. At each stage of the movement of correspondence, the identifier is entered into a single database, which is regularly updated.

Registered mail is handed over to the addressee or his representative, who has a power of attorney, in person. The addressee must sign the notification or statement upon receipt of the letter. If the recipient is not at home, then the postman leaves a notice of certified mail. In this case, the addressee must come to the post office and receive correspondence after presenting the passport.

The weight of registered mail should not be more than 100 g when sent within Russia or 2 kg - when sent abroad. A registered letter can be of two types: simple or 1 class. Class 1 consignments are transported to the point of delivery using aviation, so they arrive at the addressee much faster. Of course, delivery of 1st class items is more expensive than simple items.

Certified letter with notification - what is it?

Often, for registered mail, they also choose such an additional service as notification of delivery. This is a document confirming the receipt of the letter by the addressee. When sending important papers, it is official proof that the mail has been delivered to the recipient.

To register this service, you need to fill out a special form of notification of delivery of a certified letter, which can be obtained at the post office. The form completed by the sender is sent to the destination along with the letter. After the mail has been delivered, the recipient signs the notice and it is sent back.

What is allowed to be sent in certified mail?

According to Order 114-p of the Russian Post, it is allowed to attach only written messages to any letters, including registered ones. The weight of the shipment must not exceed 100 g, and the size - 229 x 324 mm. Photos, manuscripts, printed publications should be sent in the form of a parcel post. For them, the maximum allowable weight is 2 kg.

How to send a certified letter?

To send registered mail, you need to contact any post office. Depending on the size and weight of the letter, you should take an envelope of the required size, indicate the addresses of the recipient and the sender on it, fill out the appropriate forms for additional services. The postal employee will calculate the shipping cost, accept payment and issue a receipt.

Simple customized

If the sender does not need a notification of receipt, he can simply send a certified letter without any additional services.

Customized with notification

To send a certified letter with a notification, you first need to fill out a notification form, give it to the employee along with the letter and tell you what other additional services you need.

Custom order with a list of attachments

To forward a valuable postal item, they use such an additional service as an inventory of the attachment. It is available only for shipment within the territory of Russia. The sender fills out a special form in duplicate, where he lists the items or documents to be sent, their quantity and declared value. Declared value is the amount that the sender can receive if the registered item is lost or damaged.

The letter is sent to the post office employee open, sealed after comparing the inventory and contents. One copy of the inventory remains with the sender. The addressee can open such a postal item in the presence of postal workers and check it against the inventory.

If it turns out that the correspondence did not arrive in full, the post office employee draws up an act. The act is sent to the main post office of the settlement, on the basis of which an investigation is carried out within up to two months. Based on the results of the investigation, the recipient will be compensated for the value of the items not received in accordance with the declared value. If the payment of compensation is delayed or refuses to pay, you can use it.

How much does a certified letter cost?

The cost of sending a registered letter by Russian Post depends on many factors: the weight of the letter, the distance between the points of origin and destination, the class of departure, etc. Tariffs for services for the delivery of letters and notifications are posted on the official website of the Russian Post. However, it is not easy to calculate the costs of a registered letter yourself, because you need to take into account many nuances.

To find out the approximate cost of a shipment, you can use the postage calculator on the Russian Post website. To do this, the online service indicates where and where the correspondence should be delivered, the weight or number of sheets in the letter, the method for delivery, select the desired additional services and calculate the price.

Delivery time of a registered letter

The delivery time for a registered item depends primarily on the distance between the points of departure and destination. The deadlines for sending written correspondence between cities of regional and regional significance are given in Resolution No. 160 of 24.03. 2006. From the regional or regional center to the cities on the territory of subordination, letters must come in 2 days, from the regional center to the rest of the settlements - in 3 days.

FAQ

Since ordinary citizens send registered letters infrequently, they may have questions regarding this type of postal correspondence.

What is the difference between a registered letter and a simple one?

A registered letter differs from a simple mail with a mandatory registration. The sender simply drops a regular letter into the nearest mailbox. Registered mail is handed over to the postal worker. The employee puts on the registered mail the so-called barcode postal identifier (SPI) and registers it in a single database. Then he weighs the letter, specifies the delivery method, accepts payment and issues a receipt. Registered mail is delivered to the addressee in person, and the postman puts a simple letter in the mailbox with the apartment number.

How to fill out the notice of delivery of a certified letter?

The notification form of delivery of registered mail can be obtained from the postal worker or printed from the website and filled in advance to save time. The front side should indicate:

  • type and category of departure;
  • Full name and address of the recipient of the receipt of receipt;

On the back of the form indicate:

  • type and category of postal items;
  • Full name and address of the recipient of the registered letter.

Sending postal correspondence by registered mail with acknowledgment of receipt is a guarantee that the letter will not be lost and will be handed over to the recipient personally, and the sender will be informed of the delivery.

Contractual relations imply the fulfillment by the parties of their obligations in full. If one of the parties, let's call her the offender, has violated the terms of the contract, then the victim begins to take measures to eliminate the contradictions. In most cases, the dispute can be resolved before the court, all the more so in most civil disputes it is important to comply with the claim (pre-trial) procedure for their settlement, without which the arbitration court will return the statement of claim.

Usually "debriefing" begins with the delivery of a claim (complaint) to the offender, which is often impossible or very difficult to convey personally. The reasons may be different: the parties are geographically far from each other; the state of health of the victim does not allow him to visit the abuser personally; the latter refuses to accept the claim and so on. The post office comes to the rescue, there is a branch in almost every settlement. In this article, we will consider how to correctly send a claim by mail, what types of mail are used for these purposes, and which of them will be the most preferable?

Certified letter with acknowledgment of receipt

Any certified letter is a registered postal item (RPO). This means that all stages of its passage from the place of reception to the place of delivery to the addressee are documented (each RPO is assigned a track number for tracking), and the fact of delivery can be proved by requesting the relevant information from the Russian Post (letters are handed to the addressee with a receipt). But if suddenly the case comes to trial, then such a request can take time and delay the consideration of the case. Therefore, it is recommended to send any letter of claim with a return receipt.

The notification is a special postal form (for shipments within Russia - form 119), on which the recipient's signature is put at the time of delivery. It is sent with the letter, and then returned to the sender with a receipt, a mark of the mail, and the signature of the person who delivered it.

Notifications, like letters, can be simple and ordered. A simple card will follow the way back to the sender in the same way as a simple letter - it is not taken into account and registered anywhere, it will simply be dropped into the mailbox. A registered notification must be received by mail, but at the same time the risk of its loss will be eliminated due to the postscript to the documents at all stages of the route.

When registered mail arrives at the post office at the location of the addressee, the letter is delivered to the address of the legal entity (the delivery procedure is determined by the contract between it and the postal operator) or a notification is dropped into the post office box of the organization. The notice is a special form (form 22), which is designed to inform the recipient that there is a registered mail item in his name (or company address). In this case, registered letters are delivered at post offices upon presentation of a notice, as well as a passport and power of attorney (if the recipient is a legal entity).

By sending a certified letter of notification, you will provide conclusive proof that your application (or claim) was delivered to the recipient's address. However, here we cannot exclude the possibility that during the trial the recipient will declare that he has received an envelope with a blank sheet or with completely different information from the victim, in general, will say that he has not seen the claim in his eyes.

Indeed, the very fact of delivery of a certified letter with a confirmation of delivery does not mean that there really was a claim, and not a declaration of love or a wish for a long and happy life. And if the guarantee of delivery is an undoubted advantage of registered mail, then the absence of an evidence base regarding the investment is an undeniable disadvantage. Therefore, in order to competently resolve controversial issues, it is better to send an application in a letter with a declared value.

Valuable letter with a list of attachments and notification

A valuable letter (with a declared value) also belongs to the RPO and is protected from the risks of loss in transit due to the fault of postal workers. When sending such a letter, its "declared value" must be indicated - this is the amount that will be paid to the sender in case of damage to the correspondence or its loss as a result of force majeure.

Valuable letters are delivered exclusively at post offices upon presentation of a notice. Delivery and handing over at the location of the organization or at the place of residence of an individual is not possible.

A return receipt, as in the case of registered mail, will indicate the fact that the addressee has received the letter. But the problem of proving the content of this letter will remain open. Therefore, it would be better to send a valuable letter with an inventory of the attachment and an acknowledgment of receipt.

Inventory of attachments - a special postal form (form 107), which is filled in before sending the letter (this "option" is possible only for valuable letters and does not apply to registered letters). The list shall indicate the names of the documents contained in the envelope and their number.

To send such a letter, you must prepare an envelope with a claim enclosed in it. You DO NOT need to seal the envelope. Fill in all the required fields on the envelope (your address and recipient's address). Fill in two copies of the inventory form, form 107. This can be done on the mail site, after which they can be printed. Or take blank preprinted forms directly from the department, where you can fill them in.

In the column “Name of items” we enter the name of your claim, for example, “Claim for refusal to return a part of the insurance premium after early repayment”. In the column "Number of items" write 1 (unit). And in the column "Declared value, rubles." we enter a small amount in rubles (no more than 10 rubles).

What does the postal worker do:

  • verifies the inventory with the contents of the letter;
  • puts an authorization signature on the inventory and a seal with the date and index of the department;
  • one copy of the inventory shall be returned to the sender;
  • the claim with the second copy of the inventory is sealed in an envelope and the receipt of the postal item is processed.

Thus, it will be confirmed that you sent exactly the claim, and not something else or even a blank sheet. In this case, all responsibility for the compliance of the inventory with the actual attachment is borne by the postal worker who certified the inventory. The receipt of payment, the inventory and the receipt of the receipt of receipt will be conclusive evidence that you sent a claim to the abuser. And it will be possible to compensate for your expenses at the expense of the recipient of the letter (if, of course, the sender wins the court).

Note! In order to prevent the second party from challenging the content of the claim letter in the future, it is advisable to indicate the most detailed name of the attached documents when drawing up the inventory. For example, “Claim on demand”.

Even despite the presence of an inventory, the addressee can open a dispute over the content of the received request. How can you fight your opponent in this situation? It's very simple - download the inventory form from the Russian Post website and fill it out on your computer. In this case, the content of the entire claim is entered in the text of the inventory in small print. Then the name of the attached document will look like this: "Claim of the following content:".

The main disadvantage of valuable registered mailings with an inventory is the lack of a guarantee of their delivery. It is possible that the message will be returned to the sender with an expired retention note. The main thing here is not to print the letter, but to save it until the trial. During the session, you can present the envelope to the judge for review and open it in his presence. This will be guaranteed proof of sending "what is needed" and your good intentions.

If the recipient claims that he did not receive anything, or received, but not what you sent him, then the burden of proving these circumstances lies entirely with him. In this case, the judge will certainly take the side of the sender.

Using the above methods, you can send any claim letters:

  • application to the court;
  • complaints to Rospotrebnadzor, prosecutor's office, FAS;
  • claims to the bank;
  • requirements for borrowers, etc.

How to correctly send a claim by mail? Additional measures

Let us assume that all measures for the delivery of the claim by mail have been carried out. But the addressee stubbornly refuses to receive the letter. Maybe because he suspects about its contents, or maybe everything is much more commonplace. The employees of the organization are simply too lazy to go to the post office, or, as knowledgeable people write in the reviews, legal. persons draw up powers of attorney for their employees only to receive registered letters (according to the standard letterhead of a power of attorney), but unfortunately they forget about valuable ones or are too lazy to draw them up. How do you get the other party to receive the shipment?

The first thing the forums recommend doing is to send a telegram after the complaint. In the text of the message, you must indicate that you sent the letter by mail and ask to receive it (just indicate the letter number). The telegram is handed directly to the addressee, without prior notification of its arrival. Therefore, there is practically no chance that they will not receive it. Thus, you will properly notify the defendant about the receipt of the claim. And in case of his refusal to receive a certified (or valuable) letter, this will be regarded as deliberate evasion of obligations.

The second option is to use the same telegram as the main means of notification. In this case, the entire text of the claim is recorded in the forwarded telegraph message. But this method fully works only in cases where the text size is small, i.e. takes no more than 1 sheet. True, this method will cost a pretty penny. Alternatively, you can send only the main idea of the claim, an excerpt from it in a few words, for example: "I ask you to recalculate the insurance premium and return part of it in connection with the full early repayment of the loan."

So what is the correct way to send a claim by mail? Which method will be the most preferable. Those discussing this topic in various forums agree that it has not yet been invented better than a valuable letter with an inventory and notification. You can try all the available options with additional measures, but the most reliable way of transferring claims is still their personal delivery to the offender (just do not forget to receive a copy with a mark of delivery, as an option, you can prepare a second copy of the claim for these purposes). Here, the very fact of delivery cannot be disputed, and the essence of the message conveyed is not questioned.
