The competition is held within the framework of the Federal Target Program "Culture of Russia 2006-2011."

  1. Objectives of the competition:
    • Revealing new directions of work of model rural libraries as centers of local development;
    • Contribution to the formation of a modern model of a rural library;
    • Generalization of the results of the most effective projects on library and information services for the rural population;
    • Development of social partnership and professional ties between organizations interested in new forms of work with socially unprotected segments of the population;
    • Raising public attention to the problems of rural libraries
  2. Conditions of the competition
    1. Invited to participate in the competition are central libraries of the constituent entities of the Russian Federation that provide methodological assistance to rural libraries in the region, settlement and inter-settlement libraries located in rural areas, library associations and societies registered in accordance with current legislation.
    2. The competition is open to rural libraries that currently do not have the status of a model library, but carry out projects aimed at providing wide access to socially significant information for various target groups of the population living in rural areas;
    3. Applications are accepted for consideration containing a description of implemented or accepted for implementation of cultural and social projects aimed at providing new forms of information and library services, taking into account the needs and interests of the local community;
    4. Applications from unregistered and commercial organizations, temporary creative teams and individuals are not accepted; for projects related to political and religious propaganda.
  3. Terms of registration and submission of the application
    1. The application and the description of the project are submitted to the competition in 2 copies. Submission of an electronic copy of the application on a CD is encouraged.
    2. The title page of the application shall indicate:

    3. The application must contain general information about the library, a description of its activities as a model, information about the settlement where the library is located, the size and composition of the population, cultural and educational institutions, enterprises, attractions, etc. (no more than 2 pages)
    4. The main description of the project should not exceed 5-7 pages, font 14, the volume of attachments (photographs, presentations, publications in the media, etc.) is not limited. The project description should indicate the goals and objectives of the project, target groups, partner organizations, the content of activities, stages of implementation, the total project budget, funding sources, results and assessment of the project's effectiveness.

  4. Terms of the Competition

In recent years, a new concept has appeared in library practice - a model library, which is understood as a library that meets the norms and requirements of the Model Standard for Public Library Activity.

The model standard covers almost all the main aspects of the work of libraries:

  • - placement of libraries and organization of the library network;
  • - resource provision (funds and equipment, premises, personnel, financing).

The concept of "model library" has a broad meaning. First of all, this is the desire to approach and comply with the international model standard of public library activities. All work, information resources and technology are being rebuilt. New functions are being worked out in the model library: automated information processing, provision of resources to users on electronic media.

Catalogs of leading libraries and resources of information centers in Russia, Europe and America are becoming available to rural residents. Everyone can look at any legislative act, presidential decrees, government decrees, heads of district and village administrations. Those who wish will be trained to search for information on the Internet and databases, work with electronic encyclopedias and reference books, use e-mail, and scan the necessary documents.

As a result, each of the model libraries gets the opportunity to work as a multifunctional cultural institution, providing new forms of information services - as a center for municipal and legal information, a center for education and self-education, social and everyday information, a cultural and leisure center.

Conditions for opening a model rural library:

The number of readers in the village is not less than 500 people. The presence of an operating agricultural, processing industry. The presence of a developed infrastructure of a secondary school, post office, kindergarten, etc., a good road.

So, a model library is a library that has an optimal standard set of material and information resources, which is a necessary minimum for the provision of high-quality library and information services to the population. It is created with the aim of providing residents of municipalities with unlimited access to information, a qualitative increase in the level of library services for the population.

The main goal of creating model libraries is to change the quality of life of rural residents, develop new intellectual needs in them by providing high-quality information and legal services and thus contribute to the adaptation of villagers to modern living conditions, help them find their niche in the labor market.

Without exaggeration, it can be noted that this is a serious social program for fighting poverty, protecting a person with limited opportunities for obtaining knowledge, entering new labor markets, including intellectual ones.

Thus, the model library is a multifunctional information, cultural and educational center that meets the norms and requirements of the Model Standard of the Public Library, adopted by the Russian Library Association. In essence, the model library is the performance benchmark for other libraries. Its goal is to qualitatively increase the level of information security for all strata of the population, to provide residents with equal access to knowledge, information, and world intellectual resources.

Practice shows that today the rural library is often the only window to the world information space for the population. The presence of Internet access in the library adds to the library's real resources many times larger world information resources and creates conditions for expanding and facilitating interpersonal and professional communication.

The transformation of the libraries available in Russia into modern (in the full sense of the word) libraries is not only, and perhaps not so much an organizational as an investment project.

Considering the library as a system consisting of 4 main elements: material and technical base, information resources, personnel, users, let us analyze the impact of the project on these components of the library.

At the first stage, he radically changes the material and technical base. The most obvious, noticeable for the population and authorities is the appearance of computer equipment in the library. The availability of modern technology requires the modernization of the library space: the purchase of new furniture, repairs, conditions are created for the safety of the equipment received. The interior of the library is being transformed, the territory of the library has been improved.

Thus, the transformation of the material and technical base as the most visible part of the library for the population and authorities is an important and most noticeable result.

The project is transforming foundations. In conditions when 70% of the library stocks consist of outdated editions (and therefore do not meet the needs of users), the receipt by the library of books on current topics, video, audio cassettes, CD-ROMs attracts to libraries those readers who have not found in recent years in the libraries of the necessary literature, and new users. In each model library, the number of users has increased by 30-40% during the year. The circulation of books, cassettes and disks received under the project is 5.6 times.

Technical and resource support becomes the basis for changing the quality of library services and, ultimately, changes the very concept of library services. The library, having such opportunities, becomes attractive, needed not only by the readers, but also by the entire population.

Having qualitatively transformed the services, expanding their range, the library is becoming in demand by specialists in the agro-industrial complex, municipal employees, teachers, correspondence students, farmers, and private entrepreneurs.

In addition, the library becomes useful for solving many social, everyday problems (issues), and therefore the circle of its users has expanded due to non-reading groups of the population.

So, the model library becomes the center of legal, social and everyday information, the center of information support for the authorities, specialists in the agro-industrial complex.

The main principles that determine the content of the activities of the model rural library are:

  • - providing all citizens with equal access to information;
  • - availability of various types of services;
  • - ensuring freedom of reading;
  • - provision of library documents and information to all categories of the population in accordance with their needs;
  • - access to knowledge and information in the immediate vicinity of the place of residence.

The modernization of the rural library provides for the following conditions:

  • - organization of a modern comfortable environment (overhaul of the premises);
  • - improvement of the adjacent territory;
  • - updating the main core of the book fund, based on the standards of the "Model standard for the activities of the public library";
  • - the current acquisition of the fund on all types of media;
  • - subscription to periodicals;
  • - automation of library processes;
  • - access to information resources of the Internet and regional libraries;
  • - training of personnel in practical skills of using new technologies in library and information services for users.

The creation of model libraries in the Russian Federation began with the implementation of the all-Russian project “Creation of model public libraries in the countryside” of the Ministry of Culture of the Russian Federation, the Interregional Association of Business Libraries and the public organization “Open Russia”.

The high efficiency of the project was largely determined by the active participation of local and regional authorities. They carried out the repair of library premises, equipping them with additional library equipment and furniture, ensuring the safety of installed computer equipment and other equipment and information resources from theft and impact, adverse weather, climatic and man-made factors.

The participation of local authorities in the work on the project was initiated in the course of active actions of the library department of the Ministry of Culture of the Russian Federation, undertaken during trips to the regions covered by the project, speeches at conferences and meetings, individual work with representatives of the local administration and heads of regional cultural departments.

It is extremely important that the process of modernization of rural libraries caused a very violent response from the local business community, which took an active part in the work necessary for the successful functioning of the updated rural libraries.

So, for the effective implementation of this project, the participation of regional and local authorities is necessary. It is they who are entrusted with such tasks as repairing library premises, equipping them with library equipment and furniture, ensuring the safety of installed computer equipment, other equipment and information resources.

The implementation of the project “Creation of Model Public Libraries in Rural Areas” has become a catalyst for modernization processes in rural libraries in many regions of the Russian Federation.

The leading role in the implementation of the project was played by those regions that, over the past ten years, not only supported and developed initiatives aimed at preserving and supporting rural libraries, but independently developed and implemented regional programs for their modernization. The most striking example is the program for creating model rural libraries in the Chuvash Republic.

In 2003, the President of the republic signed a decree “On the creation of rural model libraries in the Chuvash Republic”. In this document, the Cabinet of Ministers of the Chuvash Republic had to ensure “opening during 2003-2004. 100 rural model libraries, equipped with a basic set of computer equipment, reference and legal systems, electronic editions, the best books of Russian publishing; connection of rural model libraries to the republican telecommunication network ”. When forming the republican budget of the Chuvash Republic for 2004, it was planned to allocate funds for the creation and opening of rural model libraries within the framework of co-financing under the pilot project "Creation of Computer Public Libraries in Rural Areas". The experience of the Chuvash Republic was highly appreciated by the President of the Russian Federation D. A. Medvedev and offered to use it in other regions. Thus, at a meeting with the President of the Chuvash Republic, D. A. In this regard, in his opinion, “the model libraries of Chuvashia seem to be correct in their structure”, and “this experience could be used in other regions as well”.

A project to create model libraries within the framework of the Federal Target Program "Culture of Russia (2006 - 2010)" was implemented in the Udmurt Republic. Based on the results of consideration of applications for participation in the Model Rural Libraries project, it was decided to open two model rural libraries in Udmurtia in 2009 in Malopurginsky (Bobya-Ucha village) and Zavyalovsky (Podshivalovo village) districts.

In November 2009, the All-Russian Congress of Rural Libraries was held in Bryansk. It was organized by the Ministry of Culture of the Russian Federation, the Pushkin Library Foundation, the Administration of the Bryansk Region, the Bryansk Regional Scientific Universal Library named after V.I. F. M. Tyutchev. Representatives of rural libraries from 42 regions of the Russian Federation, Ukraine and Belarus took part in the work of the congress.

The congress summed up the interim results of the Model Rural Libraries project. The leaders (regions with model rural libraries) are the Chuvash Republic (all five hundred rural libraries are model), Belgorod Region (116 model libraries), Kursk Region (41), Stavropol Territory (31), Tambov Region (28).

  • - fulfillment of social-preventive, social-rehabilitation and other social tasks.

From the first days of the creation of model rural libraries, an important feature is the choice of the main direction of activity, the specialization of each library. Today, among them there are specialized local history, environmental, information and educational centers, library-museums, youth and children's libraries, centers for support of small businesses and local governments, family reading, etc. So, Usen-Ivanovskaya model library of the Belebeevsky district of the Republic of Bashkortostan is an information center for the creative heritage of Marina Tsvetaeva. The modern library implements successful projects related to the most diverse areas of our life. Today we position the library as a territory of new opportunities, and this territory is just for young people.

The library is an open institution focused on meeting the cultural and informational expectations of the population. What can we do today to make the library for young people interesting and popular? Look for new dynamic forms of work, replenishing them with content consistent with the spirit of the times.

Leisure of young people significantly differs from the leisure of other age groups due to specific spiritual and physical needs and social and psychological characteristics inherent in it. Young people are interested in everything new and unusual. They are characterized by the predominance of search activity, they are attracted by entertainment, shows, light music, dances, games. Due to the fact that negative manifestations in the sphere of leisure are largely due to its disorganization, it becomes necessary to determine ways of influencing the leisure sphere of life of young people.

The practice of youth leisure shows that cultural and leisure centers do not always structure their work based on the interests of young people. It is necessary not only to know today's cultural needs of young people, to anticipate their change, but also to be able to quickly respond to them, to be able to propose new forms and types of leisure activities. Therefore, the question of leisure for this category of library readers is quite acute. Of course, the library in this case is far from the only and not the first hunter for the leisure time of young people. These can be cafes, cinemas, clubs, discos, etc., where young people prefer to gather in companies of their peers and like-minded people.

In order to adequately compete with such serious competitors, the library could interest young people in providing integrated services: not only information, but also services with immersion in culture and creativity.

During the implementation of the project, we hope to identify a special category of young people with creative potential and creative thinking and form their habit of systematically visiting the library in order to turn their leisure time into a means of acquiring not only new impressions, but also knowledge, skills, and abilities.

In GMB No. 4, a comfortable environment and a favorable information environment have been created, contributing to the self-realization of young users, the development of their creative abilities.

Employees of the State Medical Library No. 4 are mainly young creative librarians who have some experience of working with a youth audience, they know how to work brightly, want to communicate, express themselves, which makes it easy to establish contacts among youth. This fall, the Ministry of Culture approved a Model Standard for Public Library Operations, which aims to transform low-traffic book storages into modern social spaces. What specific changes should be expected and in what direction modern libraries are moving - The Village talked about this with the designer of the KIDZ bureau Yegor Bogomolov, who turned the district library to them. N.V. Gogol to the most discussed reading room in St. Petersburg, and one of the curators of projects in it, Anatoly Buzinsky.

Libraries of the future?

Egor: The story is very simple with the new "library model" standard. She invited us to cooperate Academy of retraining of art workers, culture and tourism (APRIKT) and the Ministry of Culture. The semantic content did not come from us: they themselves developed the methodology, and we had to reveal it with the help of a design language, create something in the spirit of Gogol's library. The key idea is to start not from the need to place books somewhere, but from the person himself.

As a result, we got three models for different scales of premises: 400, 700 and 1 100 square meters. In these spaces, accents are placed: in one - on organizing events, in the other, coworking will play a significant role, in the third, the small space will expand due to hyper-functional furniture.

ANATOLY: Even if the model is not fully implemented, every librarian can use some idea. For example, a windowsill can be a work table, and a tiered landing can be a place for reading and a relaxation area. How will librarians find out about the project? I am skeptical about this, but hope dies last: the Ministry of Culture must establish communication with all libraries in the region. First of all, this project is an example for local authorities: here are the models that are recommended to be implemented. But we do not look so globally, our task is to transform the St. Petersburg libraries.

E: In 2016, the reconstruction of the Rzhevskaya library should be completed. There will be hyper-functional furniture that divides the space into zones; closed spaces (where, for example, a foreign language lesson can be held) will vary with half-open ones. Most of the surfaces, as much as possible, will turn into bookshelves. There are links to the context, to the history of the place. "Rzhevskaya" deals mainly with the local history topic, and this will be reflected in the design.



A: In the case of Rzhevskaya, we decided to work not only with the internal content, but also with the external component: there is a large alley and a park nearby, and there is a children's library in the same building. It is important to show passers-by that something is happening inside the library.

About the Gogol library in St. Petersburg

A: The first step was taken by the library itself, or rather the new director of the Central Library System of the Krasnogvardeisky District Marina Shvets. Her initiative was supported by the district administration. Funding for the project was the most common - what was included in the district budget. And half of the funds have already been spent before us - on painting the walls and so on. It's all about the efficient allocation of money and employee motivation.

E: We started from the fact that everything around is so gray and gloomy. Perhaps, in some places we went too far with the color, but at that time we did everything right. Even older visitors said: "How great is yours!" They did not complain that they had turned the library into Disneyland, although, in theory, they should be the harshest critics.




It is important to make a space that is adaptable to change. When a very rigid function is set, it can simply wither away over time. And that's it - nothing else will happen. There are several things in Gogol's library that are not used in the way we planned, but it's still convenient. For example, an art hall, conceived as a platform for creativity, is now perceived more as a children's area, and this is great. We make the space as mobile as possible. We cannot predict what will be in the room in a year, when the filling changes even during the day.

Books are not the main thing

A: When we opened the Gorod children's library, we had a round table, and one of the librarians said: “Oh, can you imagine there are libraries where there are no books! This is so horrible!" As a moderator, I could not oppose, but I noticed that everything depends on the needs of the audience. If there are electronic databases and people do not want to read a paper book, but do something else in the library, then there is nothing terrible in this.

E: For me, libraries are a place of communication. You can read a book at home, there is a lot available on the Internet. It is rather about the interaction of people: there are not enough places where they can get together, discuss something, arrange their own event - to turn from consumers of space into its creators. In Helsinki, for example, there is a music library, where there are very few books, but it has its own recording studio.

A: I can tell by the example of Gogol's library, where I administer social networks. ... Someone turns to me every other day: the Philharmonic, Kirche, the eco-festival, now they still want to shoot a TV program about the book - and so on all the time. That is, the request is very large. It seems to me that libraries are of particular importance for St. Petersburg. In Moscow, the process of urban transformations started more easily in parks, but in our country, due to climatic and intellectual conditions, it seems to me that libraries should be the driving force.

A: Starting next year, we want to launch a project with the main bookstores so that the best novelties arrive in the library. Recently we had a meeting with Tatyana Moskvina, and we additionally bought her books so that she would sign them. It is doubly pleasant to read books signed by the author.

E: It is impossible to fit absolutely all the books in principle, whatever the space may be - you need to choose somehow. District libraries should have their own specifics. A visual emphasis should also be made on this. It would turn out that each library is responsible for some piece of information.



A: In the Krasnogvardeisky District, it is logical that the Gogol Library has good book collections in urbanism and design. Coincidentally, she became terribly stylish and youthful. Last year we received The Village's Discovery of the Year award, this year Sobaka.ru gave the award for the best design project. Yes, the design has taken over a very large part, but the librarians themselves are changing. We do a lot of social projects, people come here for their own needs. For example, a sixth grader sits and does her homework. Says: "It's cool here."

November 23rd was the anniversary of the reconstruction - time to take stock. About 60% is a new audience, and 40% is a core that already existed: grandparents who come for detective stories and novels. Initially, it was important for us to convey the idea that libraries are changing, that reading is fashionable and interesting. Now we want to increase attendance, primarily through events.

Government agencies are not open to initiatives. Try to go to some library and do something there. This is the same as coming to the housing and communal services sector and saying: "Let's put new benches now." And the Gogol library has different principles - we are absolutely open. We understand that this is strategically important: the more events we have, the more interesting and different people will come and become readers. Now, for example, in the library anyone can visit an art exhibition about cats. I'm not a fan of cats, but they have 100 people at the opening. In addition, we had high-profile international events - for example, a debate tournament or an event within the framework of Urban Week. There are also our initiatives that we like, for example, "The Literature Lesson" with the participation of famous writers.

About brave librarians

A: District libraries hardly interact with each other. A single library card is a formality. Of course, it's good that you borrowed a book in one area and returned it in another. But libraries do not have enough circulation of information, first of all, about those interesting and relevant events that happen in book rooms. In this, libraries are no different from other spaces of the city, but it is easier for them to unite than any creative coworking space. Our main advantage is that we are government, budget and free for visitors. It seems to me that librarians are the most daring and proactive of the state employees. Take, for example, small museums - they are not visible, not audible. If they talk about libraries, then, for example, in connection with the anniversary of the Presidential Library. N.B. Yeltsin. But who is it for? You can't just go there from the street. But the regional libraries do not stand still.




Now we have come to realize that together with cultural figures we need to take the library theme and raise it to a new level. Unfortunately, so far this is being done at the level of the district administration or on the initiative from below. This has its advantages, because we are absolutely open and free, but on the other hand, if there was support from the city - as in Moscow - many tasks would be solved seven times faster. It is important to us that many librarians at the grassroots level turn to us for advice. Next year we are going to organize training for all employees of Krasnogvardeisky District libraries. The main directions are public relations, event organization and design.

A model of a modern public library that meets the requirements of the information society and meets the needs of today's users, which every library should strive for, is presented in the Model Standard for the Activities of Public Libraries, approved in May 2001 at the VI Annual Conference of the Russian Library Association. In the new edition of the document, adopted at the XIII Annual Conference of the Russian Library Association (Ulyanovsk, 2008), the emphasis is shifted to the modernization of library services through the introduction of information technologies into library practice.

In the Pskov region, a "Model standard for the activities of the municipal library of the Pskov region" has been developed.
The creation of model libraries in the Russian Federation began with the implementation of the all-Russian project “Creation of model public libraries in the countryside” of the Ministry of Culture of the Russian Federation, the Interregional Association of Business Libraries and the public organization “Open Russia”.
Within the framework of the federal target program "Culture of Russia (2006-2010)" to date, 70 model rural libraries have been created.
In our region, the modernization of public libraries began in 2006, when, with the support of the Interregional Association of Business Libraries, computer rural libraries were created in Velikie Luki and Pechora districts. Within the framework of the federal target program "Culture of Russia", a model reading room in the central regional library and the Polyanskaya model library have been opened in the Pushkinogorsk region. Rural library modernization projects are being developed in Gdovskiy, Ostrovskiy, Pskovskiy, Sebezhskiy and other districts of the region.
The Model Public Library is a modern universal information and cultural institution capable of effectively performing information, educational, cultural and educational functions. To solve this problem, it is necessary to increase and diversify the library funds, including in them, in addition to printed editions, electronic and audiovisual products. It is necessary to carry out a radical technical re-equipment of the libraries themselves and train librarians to work with modern information technologies
The main goal is to change the quality of life of rural residents, develop new intellectual needs in them by providing high-quality information and legal services and thus contribute to the adaptation of villagers to modern living conditions, to help them find their niche in the labor market. Without exaggeration, it can be noted that this is a serious social program for fighting poverty, protecting a person with limited opportunities for obtaining knowledge, entering new labor markets, including intellectual ones.
Practice has shown that a model library can be successfully created only under the following conditions:
the presence of creative workers on the staff;
strong professional community of the area;
a strong tradition of local government support for libraries;
appropriate premises and library equipment;
developed infrastructure of the village.

The concept of "model library" has a broad meaning. First of all, this is the desire to approach and comply with the international model standard of public library activities. All work, information resources and technology are being rebuilt. New functions are being worked out in the model library: automated information processing, provision of resources to users on electronic media.
Catalogs of leading libraries and resources of information centers in Russia, Europe and America are becoming available to rural residents. Everyone can look at any legislative act, presidential decrees, government decrees, heads of district and village administrations. Those who wish will be trained to search for information on the Internet and databases, work with electronic encyclopedias and reference books, use e-mail, and scan the necessary documents.
As a result, each of the model libraries will have the opportunity to work as a multifunctional cultural institution, providing new forms of information services - as a center for municipal and legal information, a center for education and self-education, social and everyday information, a cultural and leisure center.

These recommendations contain questions on creating a model library in a municipality: conditions for opening, the procedure for creating, minimum requirements for technical equipment and information resources, personnel and services of a model library. The appendices give advice on organizing the presentation of the model library and proposals of the Pushkin Library Scientific Foundation for the acquisition of library collections for 2008.

A model library is a library that has an optimal standard set of material and information resources, which is the minimum necessary for the provision of high-quality library and information services to the population. It is created with the aim of providing residents of municipalities with unlimited access to information, a qualitative increase in the level of library services for the population.
The main principles that determine the content of the activity of the model library are:

  • providing all citizens with equal access to information;
  • availability of various types of services;
  • ensuring freedom of reading;
  • provision of library documents and information to all categories of the population in accordance with their needs;
  • access to knowledge and information in the immediate vicinity of the place of residence.

The modernization of the rural library includes the following components:
Organization of a modern comfortable environment (overhaul of the premises);
Improvement of the adjacent territory;
Updating the main core of the book fund, based on the norms of the regional model standard;
Current acquisition of the fund on all types of media;
Subscription to periodicals;
Automation of library processes;
Access to information resources of the Internet and regional libraries;
Personnel training in practical skills of using new technologies in library and information services for users.

Choosing a base for creating model libraries.

A rural settlement in which a model library can be created must meet the following requirements:
The settlement should be home to about 0.5 to 1.5 thousand people.
Expanded social structure: secondary school, kindergarten, post office, medical assistant, etc.
The presence of a developed system of transport communications between the regional center and the rural settlement
The principle of accessibility of library services to the population is implemented by placing a model library, taking into account the maximum spatial accessibility (the distance from the library to the place of residence of the served population should not exceed 3 km or 20 minutes), as well as the convenience of its location (at the intersection of pedestrian paths, near transport links) ...
The library should be located in a special, detached building, or an annex to a residential or public building, or in a specially adapted area of ​​a residential or public building.
The area of ​​the library premises should be sufficient to accommodate technical equipment and information materials on separate tables and shelves, at least 70-100 sq. m.
The library must be provided with fire protection equipment (1 fire extinguisher per 50 sq.m. floor, but not less than 1 fire extinguisher for each room, fire alarm).
It is also necessary to achieve a stable power supply of 220 V / 50 Hz and a well-functioning system of post-emergency restoration of power supply and reliable heating of the room for the entire heating period to maintain the temperature for the normal operation of technical equipment.
The library must have at least one telephone number.
Ensuring the safety of equipment and funds is achieved by installing gratings on windows, metal doors with reliable locks, signaling directly in the library room or on the control panel of the security structure.
The required physical components of the building (room) of the model library should be:

  • attractive interior and exterior design;
  • maintaining during operation a state that meets the established standards (lighting, temperature conditions, fire safety, security);
  • provision of various areas of library activity (receipt and movement of documents, access to the library, ways of movement of users and staff).

The daily mode of operation of the model public library is established taking into account the needs of local residents and the intensity of its visit and should not completely coincide with the working hours of the main part of the population.

Requirements for the staff: the presence of two staff units, the chief library manager (manager), who is responsible for the library as a whole and who simultaneously conducts continuous training courses in computer technologies for all categories of rural residents. The second person of the library is the administrator who implements the functions of serving e-mail, registers and controls access to the Internet for readers, and at the same time performs traditional library services. The basic professional training of librarians should be sufficient to master the work with technical means and modern information resources.

Creation and funding of a model library.
Model libraries are created on the basis of municipal libraries by the decision of the local government. Funding for model libraries is carried out at the expense of the municipal authorities, investing in: renovation, renovation of the building, ensuring the safety and security of funds and equipment; formation and further development of information resources: installation of telephones, connection of the library to the Internet, acquisition of library collections in all types of media; purchase of licensed software; purchase of video and audio equipment, duplicating equipment; organization of library space (creating a comfortable environment for employees and users): purchasing furniture and equipment, design items, etc.
Funds are allocated for training personnel to work with a computer, the methodology for performing "virtual reference", the formation and dissemination of information resources.

Information resources of the model library.
The policy of forming the fund of the model library is focused on the strategy of access to all information available in the library and information space of Russia, and not only to its own resources.
The Model Public Library provides access to a wide range of documents in a variety of formats (books, periodicals, audio-video documents, electronic documents, CD-ROMs, databases, including Internet databases, voiced books, etc.), presented in a sufficient quantity.
The main characteristics of the collection of a model public library are:

  • reasonable volume;
  • informativeness;
  • constant updating.

The acquisition profile of the Model Public Library is tailored to the real needs of the local community. The fund is based on modern encyclopedias, dictionaries, reference books, new editions of domestic and foreign classics, children's literature, modern publications on history, psychology, philosophy, economics, law, art, technology and agriculture, medicine, and leisure activities.
The book fund of the model library should be cleared of outdated and dilapidated literature, especially in its branch part.
One-time (initial) acquisition of new documents must be at least 10% of the available fund.
To update the contents of the collection of a model public library, it is necessary to maintain its updating at the level of at least 5% of the total volume of the collection per year, or at the rate of 250 books per 1000 inhabitants.
Subscription to periodicals and continuing publications - at least 10-16 titles of newspapers and magazines.
The formation of the fund of video publications is carried out by educational videos, film adaptations of works of domestic and foreign classics, cartoons, recordings of the best domestic theatrical performances.
The collection of audio documents includes recordings of classical Russian and foreign music, popular jazz compositions, recordings of popular contemporary performers.
The content of the fund of electronic editions of the model library:
educational disks on the main subjects of the school curriculum;
training disks on computer technology;
teaching discs for the study of foreign languages, taking into account the specifics of teaching at school;
multimedia publications on the history of Russia;
multimedia publications on the history of religions of the main confessions of Russia;
educational multimedia publications for children and youth;
universal and industry-specific multimedia encyclopedias;
multimedia publications on domestic and foreign art, famous museums in Russia and foreign countries;
e-books with collected works of classics of Russian and foreign literature;
e-books with albums of famous Russian and foreign artists
Legal information centers are being opened in model libraries to serve the population with legal information. In order to provide the public with access to legal information, information and legal systems should be installed in the library.

Requirements for minimum technical equipment and equipment
model library

Library furniture items (shelves, lecture halls, chairs, etc.) must meet the requirements of durability, be comfortable and functional.
The technical equipment includes:

Model library services

The Model Library provides citizens with the most complete set of services that should be accessible and convenient for all groups and categories of users.
The model library has the ability to offer users services of various types and purposes, including documentary, reference and bibliographic, informational, educational, communication, leisure, and service.
The model rural library chooses the specialization of its activities independently, taking into account the needs of the villagers. It can be an information and legal or information and leisure center, an information and national center, a library-museum, etc.
Mandatory free model library services include:

  • providing information on the availability of a specific document in the funds;
  • obtaining complete information about the composition of the collection through the catalog system and other forms of library information;
  • providing consulting assistance in the search and selection of information sources;
  • providing information on the possibilities of satisfying the request with the help of other libraries;
  • issuance of documents from the library fund for temporary use in accordance with the Rules for the use of the library;

The Model Library provides a wide range of reference and information services, including:

  • compilation of thematic bibliographic lists and manuals, issuance of address and factual information, including by phone and e-mail;
  • preparation and provision of problem-analytical reviews, information-analytical and thematic packages;
  • consulting service on various issues.

The model library uses the latest information technologies to provide users with access to corporate and global information networks, expanding the range of services and serving users in local and remote access.
Having become a model library, the rural library becomes a creative laboratory for further training on its basis for regional librarians and heads of rural administrations.
Rural model libraries should be seen as an integral part of the country's overall library system. Its first and main characteristic is its integration into Internet technologies. Model libraries created in the same organizational and technological format have their “own face”, as a rule, differ in their content, style, design, which helps them maintain a high status in the local community. A model library is not an easy change of a signboard and interior: it is a reorientation of the library's activities to the interests of the local community, completely new areas of work that qualitatively change the life of the rural population, their psychology.

Several methodological tips for organizing the presentation of a model rural library.

Organizational matters
Library administration:
Initiate consideration and conduct of the opening of a model library at the level of the administration of the municipality with the adoption of a resolution (order, appeal) of the head of the administration on the opening of a model library on the territory of the district.
Develop and approve regulations on the model library in local government bodies.
Invite to the opening ceremony the head of the district administration, the head of the village administration, representatives of the state universal scientific library, regional and local media, creative intelligentsia, famous fellow countrymen, readership, and the general public.
Seek funds (local budget, sponsorship) for the presentation.

It is recommended that employees of the CLS, together with interested organizations, institutions, individuals, organize wide advertising for the upcoming opening ceremony, for this purpose:
To design and place advertising posters, announcements in all libraries, organizations, institutions, public places (clubs, schools); to distribute means of small advertising: booklets, leaflets, bookmarks with information on the procedure for the ceremony, place and time.
Prepare and distribute invitations to the opening ceremony.
Submit information about the upcoming ceremony to the local press, on the radio.
Design the exterior sign of the model library.
Develop a corporate identity (logo and other symbols) for the model library.

Speech by local residents and readers on the significance of the model library in the life of the village;
