The main task of the Federal State Statistics Service (Rosstat) is to meet the needs of authorities and administration, the media, the population, the scientific community, commercial organizations and entrepreneurs, international organizations in a variety of objective and complete statistical information. 2018: Half a billion for the census

The state has allocated 484.6 million rubles. on the development of a system for preparing, conducting, processing materials and obtaining the results of the All-Russian population census in 2018.

This amount appears as the starting price of the contract in the tender of the Federal State Statistics Service (Rosstat) launched on March 16, 2018. Bids from applicants will be accepted until April 6, 2018.

Purpose of the system

The automated system of Rosstat considered here is officially designed to prepare, conduct, process information about the population and obtain the results of all-Russian population censuses, including pilot censuses and even the so-called microcensus.

As stated in the tender documents, the system is a single software and hardware complex that combines the means for performing work on the stages of preparation, conduct, processing of information about the population census, including scanning and recognition of machine-readable forms, data entry via the Internet, tablet computers and smartphones, carrying out coding and formal-logical control, forming a census database, obtaining summary tables, as well as "other operations necessary to monitor all stages of the census," the authors of the procurement note.

I. General Provisions

1. The Federal State Statistics Service (Rosstat) is a federal executive body responsible for the formation of official statistical information on social, economic, demographic, environmental and other social processes in the Russian Federation, as well as in the manner and cases established by the legislation of the Russian Federation, on control in the field of official statistics.

2. The Federal State Statistics Service is under the jurisdiction of the Ministry of Economic Development of the Russian Federation.

3. The Federal State Statistics Service is guided in its activities The Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, acts of the Ministry of Economic Development of the Russian Federation, as well as these Regulations.

4. The Federal State Statistics Service carries out its activities directly and through its territorial bodies in cooperation with other federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local self-government bodies, public associations and other organizations.

II. Credentials

5. The Federal State Statistics Service exercises the following powers in the established area of activity:

5.1. submits, in the prescribed manner, official statistical information to the President of the Russian Federation, the Government of the Russian Federation, the Federal Assembly of the Russian Federation, other state authorities, local self-government bodies, the media, organizations and citizens, as well as international organizations;

5.1_2. develops drafts of normative legal acts in the field of official statistical accounting;

5.3. coordinates, jointly with the Ministry of Economic Development of the Russian Federation, the official statistical methodology formed and approved by the subjects of official statistical accounting;

5.3_1. develops a methodology for compiling national accounts, including a financial account with the participation of the Central Bank of the Russian Federation, and approves it;

5.4. develops, together with the subjects of official statistical accounting, a federal plan of statistical work and prepares proposals for its updating;

5.7. prepares, conducts and summarizes the results of the All-Russian population census, the All-Russian agricultural census, as well as their methodological support;

5.7_1. develops drafts of normative legal acts on the conduct of the All-Russian Population Census, the All-Russian Agricultural Census and other federal statistical observations;

5.8. carries out preparation, methodological support, conducting federal statistical observations in the established field of activity and processing data obtained as a result of these observations in order to form official statistical information;

5.8_1. determines the terms of remuneration of persons involved on a contractual basis in accordance with the legislation of the Russian Federation to perform work related to the conduct of federal statistical observation, and the payment of remuneration to them;

5.9. develops and maintains, in accordance with the established procedure, all-Russian classifiers of technical, economic and social information in the established field of activity;

5.10. provides interested users with financial statements of legal entities operating in the territory of the Russian Federation;

5.11. carries out, in accordance with the legislation of the Russian Federation and other regulatory legal acts on the contractual system in the field of procurement of goods, works, services to meet state and municipal needs, the procurement of goods, works, services in the established field of activity;

5.12. summarizes the practice of applying the legislation of the Russian Federation in the established field of activity;

5.13. performs the functions of the main manager and recipient of federal budget funds provided for the maintenance of the Service and the implementation of the functions assigned to the Service;

5.14. organizes the reception of citizens, ensures the timely and full consideration of oral and written applications of citizens, making decisions on them and sending responses to applicants within the time period established by the legislation of the Russian Federation;

5.15. ensures, within the limits of its competence, the protection of information constituting a state secret;

5.16. ensures, within the limits of its competence, an appropriate mode of storage and protection of information obtained in the course of the activity of the Service, constituting an official, banking, tax, commercial secret, and other confidential information;

5.17. provides mobilization training of the Service, as well as control and coordination of the activities of subordinate organizations for their mobilization training;

5.17_1. organizes and maintains civil defense in the Service (subparagraph is additionally included Decree of the Government of the Russian Federation of June 15, 2010 N 438);

5.18. organizes additional professional education for employees of the Service;

5.19. interacts in accordance with the established procedure with public authorities of foreign states and international organizations in the established field of activity;

5.20. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents generated in the course of the Service's activities;

5.21. provides users with official statistical and other information in the prescribed manner and on the basis of agreements on the provision of information services;

5.22. performs the functions of the administrator of federal budget revenues from the provision of information services;

5.23. exercises other powers in the established field of activity, if such powers are provided for by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation.

6. The Federal State Statistics Service, in order to exercise its powers in the established area of activity, has the right:

6.1. receive from respondents primary statistical data and administrative data, including those containing information classified as state secrets, commercial secrets, information about taxpayers, personal data of individuals, subject to their mandatory depersonalization, and other information, access to which is limited by federal laws , in order to generate official statistical information;

6.2. organize the necessary research, tests, analyzes and evaluations in the established field of activity;

6.3. give explanations to legal entities and individuals on issues within the competence of the Service;

6.4. exercise control over the activities of the territorial bodies of the Service and subordinate organizations;

6.5. involve scientific and other organizations, scientists and specialists in accordance with the established procedure for the study of issues in the established field of activity;

6.6. apply the measures of a restrictive, preventive and preventive nature provided for by the legislation of the Russian Federation, aimed at preventing and (or) suppressing violations by legal entities and citizens of mandatory requirements in the established field of activity, as well as measures to eliminate the consequences of these violations;

6.7. create advisory and expert bodies (councils, commissions, groups, boards) in the established field of activity;

6.8. establish, in the manner prescribed by the regulatory legal acts of the Russian Federation, a departmental insignia giving the right to confer the title of "Labor Veteran" and other departmental awards and award them to employees of the central office of the Service, its territorial bodies and subordinate organizations, as well as other persons carrying out activities in the established field, approve the provisions on these signs and awards, as well as their descriptions.

7. The Federal State Statistics Service is not entitled to carry out legal regulation and functions of managing state property and providing paid services in the established area of activity, except for cases established by federal laws, decrees of the President of the Russian Federation and decrees of the Government of the Russian Federation.

These restrictions do not apply to the powers of the head of the Federal State Statistics Service to resolve personnel issues, issues of organizing the activities of the Service and issues of property management assigned to the Service on the basis of operational management.

III. Organization of activities

8. The Federal State Statistics Service is headed by a head appointed and dismissed by the Government of the Russian Federation on the proposal of the Minister of Economic Development of the Russian Federation.

11. The Federal State Statistics Service is a legal entity, has a seal depicting the State Emblem of the Russian Federation and with its name, other seals, stamps and letterheads of the established sample, as well as accounts opened in accordance with the legislation of the Russian Federation.

The Federal State Statistics Service has the right to have a heraldic sign - an emblem, flag and pennant established by the Ministry of Economic Development of the Russian Federation in agreement with the Heraldic Council under the President of the Russian Federation.
