Along the way, we note that his wife, who continues to do business, has almost quadrupled her income! When her husband left for the ministry, in 2013, Elena Molodtsova earned a little more than 12 million rubles - twice as much as her husband, and a year later - 41.3 million rubles ... to be always and in everything well done.

And yet ... Where does the money come from? It could be assumed that, they say, Molodtsov, who was accustomed to luxury, did not have enough bureaucratic salaries to live on, and he began to sell off his former assets. But experts note that if something was sold by the Deputy Minister, it was only to cover up the main business.

Despite the fact that not only in state, but also in commercial companies business with affiliated structures is not welcomed, so to speak, Molodtsov started making money in parallel while still in Sibur. Although a year and a half after the appointment of the ministry, Molodtsov nevertheless liquidated this company.

Unlike, say, Palace LLC, Nadezhda LLC, Fortis KM LLC and Terminal Service LLC, where the Deputy Minister is still either the sole owner or co-owner with a 50 to 90% stake. Only LLC "Tank-Yard" and LLC "Success" were rewritten by him to his wife. Apparently, it is the income from loans to these companies that allows the Deputy Minister to make ends meet today: to drive a Porsche and pay for expensive real estate.

You involuntarily pay attention to how coolly the state official conducts his business affairs. As follows from the page on the website with information posted on Molodtsov, he liquidated his Virginia offshore only a month after the Panama scandal - in April 2016. Let us recall that Molodtsov began to trade petrochemical products through it when he came to Sibur.

One could speculate about the ethics of Molodtsov's behavior as a top manager of Sibur, given that he earned money at the expense of his own company. But, apparently, in Sibur itself today they have nothing against the old sins of their former employee. Moreover, the loyalty of the holding's management to him is evidenced by the fact that after the appointment of Molodtsov as Deputy Minister of Energy, almost all cargo transportation of this structure was transferred to his wife. As soon as Molodtsov left for the ministry and re-registered LLC “Tank-Yard” with his wife, this company became the main carrier of chemical raw materials for the group of companies “Sibur-Holding”, and its revenue and profits increased hundreds of times!

It is noteworthy that Tank-Yard LLC took over all the cargo transportation of the holding, without owning a single specialized carriage. While specialized companies that have their own fleet of necessary wagons and a staff of qualified specialists, for some reason, cannot break into this segment of cargo transportation.

Any entrepreneur knows that it is not enough to be able to take your income offshore. The millions earned thanks to the position in a large structure must still be legalized and given a legal and respectable appearance. And for this purpose, the aforementioned companies, which are still owned by the deputy minister, may well fit. With their participation, according to financial reports, dozens and hundreds of incoming and outgoing transactions have been carried out over the past 5 years for amounts significantly exceeding 1 billion rubles. They were mainly associated with purchases of bills of exchange, assignment of rights of claims, insurance payments, that is, such transactions that cannot be verified or, more simply, "feel" their authenticity.

One way or another, only financial transactions with the participation of Kirill Molodtsov personally are revealed in these documents for 700 million rubles. Moreover, in addition to their own firms, the counterparties for the movement of funds were also Limited Queenford Consulting (Cyprus), SGHK LLC (whose representative is the already mentioned Ms. Averina), Ruzkhimmash CJSC, Splav-M CJSC, a representative office of Downtown Development BV ", CJSC Siburtrans, CJSC Gazprombank-Leasing and others. After analyzing them, we can conclude that the main purpose of all the numerous and confusing operations could be precisely the withdrawal of funds from controlled companies, including with the purpose, as one might assume, of creating the appearance of the legitimacy of receiving the declared income of happy spouses.

Until recently, Matrix Overseas Trading Inc. It would, of course, be a mistake to believe that with its closure the "parallel" business of an official-entrepreneur will come to an end. There are many other schemes that lawyers can develop to replace. As a result, some new Matrix-2 firm will be just as diligent in contributing to the end result. As they say, time is money, and it is foolish to miss the opportunity to receive super-profits in tax-free offshore jurisdictions.

But schemes are schemes, and in what concrete way can the Deputy Minister of Energy turn the chair he occupies into a tool for replenishing his offshore accounts? Where in the government corridors swims that same "goldfish", catching which you can make any wishes?

Kazakh transit

Since Soviet times, there have been established transit routes for Central Asian oil and gas through pipes laid through Russia. And now, when, for example, Kazakhstan needs to send oil to Europe, it should turn to its Russian partners. He is addressing: I want, they say, to send millions of tons of oil to the ports in Ust-Luga and Novorossiysk, so that from there they go to European markets by tankers.

And everything would be simple if the Transneft pipeline was private. But since many Russian companies, as well as our Central Asian partners, claim access to the state pipeline, the Russian Ministry of Energy is responsible for the distribution of transit volumes and directions. It is from here that Transneft receives various instructions once a quarter, including on where to send the same Kazakh transit oil.

And who do you think is responsible for drawing up quarterly schedules for the transit of Kazakh oil through Russian territory? That's right: our good friend is Russian Deputy Energy Minister Kirill Molodtsov. And for some reason, from time to time in his schedules, instead of directions to Ust-Luga and Novorossiysk, Kazakh oil is sent along directions not required by the Kazakh side to ... Hungary and Slovakia. To factories belonging to the MOL group of companies. In 2015, the practice of manipulating the transit schedule of Kazakh oil became the norm for the deputy minister.

Kazakhs have been living side by side with Russians for so long that I would not be surprised if they scold Russian officials among themselves not in Kazakh unprintable, but in purely Russian ... But in their letters to the Russian Ministry of Energy, they politely explain that the directions of supply allocated to them are economically unprofitable , and therefore asked to take into account their wishes for the transit of their own oil. But it was as if these statements were not heard in Moscow.

As a result, Kazakhstan, defending its own economic interests, makes a retaliatory step - it reduces the volume of oil supplied for transit through Russia by 4.0 million tons, as a result of which the state-owned Transneft loses 7 (seven) billion rubles in tariff revenue only in 2015. ! The company loses profits, the state loses taxes and dividends. And this is not to mention big politics, which turns into squabbles in the EurAsEC.

So thanks to whom are the Kazakh oil and Kazakhstan turning towards China, and what is the monetization of the project? - you ask. And the fact is that for a reason incomprehensible to an outside observer, representatives of the Lukoil concern are obligatory participants in meetings with Kazakhstan on oil transit issues along with officials of the Russian Ministry of Energy. The fact is that the only company that has a contract for the supply of oil with the MOL group, the owner of oil refineries in Hungary and Slovakia, is Concept Oil (Singapore). And the beneficiaries of the latter are Valery Subbotin, Vice President of PJSC Lukoil, and, you would never guess, our gallant Deputy Minister Kirill Molodtsov.

As a result, it turns out that an official who, on duty, is obliged to protect the interests of the state, by his actions, on the contrary, inflicts direct damage in the form of a violation of agreements with partners and taxes not received by the state.

Well-known economist, chief researcher at the Institute of Economics of the Russian Academy of Sciences Nikita Krichevsky, characterizing the activities of some of our, so to speak, servants of the people, in his article “Carte blanche. Is the pipe the head of everything? " noted that pride and corruption have long been accustomed to go over their heads. For “senior officials who have temporarily privatized state functions,” “all means are good in bureaucratic intrigues. And the fact that the population, consumers and the same state will suffer as a result, is not so important, ”the professor stated bitterly.

Belarusian "tricks"

The loss of billions of rubles from the reduction in the transit of Kazakh oil, not to mention the conflict with the neighboring friendly republic, is not the only result of the "creative" activities of Kirill Molodtsov as Deputy Energy Minister of Russia. The “Belarusian project” turned out to be just as impressively effective.

Receiving duty-free Russian oil for our own needs, our partner in the Union State has long ago established a “gray” export of oil products produced from it. In order not to particularly irritate Russian benefactors, the names and codes of goods are usually changed: gasoline is called, for example, solvent or acetone, and then duty-free is exported from the territory of Belarus to other countries. In the case of such a "placement" of oil products, a number of Belarusian companies were noticed, acting with the participation of the top management of the same "Lukoil".

The government has long ago instructed the Russian Ministry of Energy to develop an effective mechanism that would prevent the possibility of evading the payment of export duties when exporting petroleum products smuggled in Belarus from Russian crude oil. But who do you think is responsible in the Russian Ministry of Energy for this responsible work? Of course, Deputy Minister Kirill Molodtsov. As a result of his "hard work", the decision on the classification of petroleum products subject to mandatory customs duties has been postponed from month to month.

Apparently, this is a very difficult decision. Perhaps it really isn't easy to accept. But the duty-free export of petroleum products under fictitious names continues successfully, which, according to experts, causes serious damage to the Russian budget - it can be estimated at more than two billion dollars. And one can only guess what super profits all this turns into for our "slow" official-entrepreneur ...

And if such “effective” operations of Lukoil are covered up even at the level of interstate relations, then it is no wonder that at home the company does not stand on ceremony with some kind of state interests.

As, for example, the audit of Bashneft recently found out, while the Investigative Committee is actively returned the company to state ownership, theft at Bashneft enterprises took the scale of a natural disaster. And an active role in this is supposedly played by the LUKOIL companies, which first bought oil from the Bashkir company, and then sold it to it for refining. The difference, by tradition, went offshore.

The audit reports mention that large-scale violations were revealed in Bashneft branches. For example, “not reflected in the accounting of the receipt or shipment of oil products”, underestimation of the actual volumes of production “by concealing residues in tanks and pipes”, manipulation with “commodity losses” and data on shipment by rail. There have even been recorded cases, well-known in the Belarusian practice of Lukoil, when gasoline and diesel fuel in the reports again changed their names and codes again “turning” into crude oil.

Is it any wonder that Lukoil is so interested in buying Bashneft. Whoever is covering for him at the level of the ministry and government, but any other buyer can demand compensation for losses and repayment of debts. And there, you see, and the criminal cases will tighten. Maybe even some vice presidents of companies and deputy ministers. The FSB detained the Deputy Minister of Culture Grigory Pirumov on suspicion of his overly interested attitude towards the restoration of the Grand Kremlin Palace, the Faceted Chamber and the Hermitage. Here, too, I would like to hear how Kirill Molodtsov would explain to the FSB investigators his actions in favor of Lukoil.

Such actions, of course, do not go unnoticed by industry experts. Referring to the figure of the Deputy Minister and one of his, so to speak, "demarches", which we talked about, the already mentioned Nikita Krichevsky expressed himself as follows: temporarily privatizing state functions, on the other ”.

In what in what, and in the "monetization" of his position, Molodtsov is really great. He also succeeded in shaping the image of a respectable government official. Looking at the list of his awards, you begin to suspect that the commemorative medal "XXII Olympic Winter Games and XI Paralympic Winter Games 2014 in Sochi" or the medal "For the Return of Crimea" were given out by the government to everyone and indiscriminately. But these awards do not say a word about how their owners succeeded in converting public service into big money.

The oil and gas industry brings in more than 60 percent of the Russian budget's revenues, and it is obvious that people who do not so much manage the industry as exploit it for their own purposes are causing enormous damage to the country. But more on that in the next story.

Accordingly, those projects that are more expensive, of course, may slow down for some time.

V. KARPOV: What projects can we talk about?

K. MOLODTSOV: I think, first of all, the bituminous oil projects in Canada. These are projects that can be targeted at multiple re-fracturing. These are projects that are related, among other things, to shale oil.

V. KARPOV: This applies, first of all, to North America and those countries that are actively involved in shale oil. As for Russian projects, will it somehow affect us?

K. MOLODTSOV: We proceed from the fact that our current level of production of the so-called hard-to-extract oil is now about 21 million tons per year. Based on the fact that the state took incentive measures this year, in July, a corresponding law was adopted to stimulate not only the Bazhenov suite, but also the Tyumen suite, we have the potential and margin of safety for the implementation of these projects. In this sense, our production is carried out at traditional fields, and we will continue to maintain it at the same level. This is about 484 and more million tons of oil in traditional fields, gas condensate, oil that is difficult to recover.

V. KARPOV: What level of oil prices can be called critical for the Russian Federation?

K. MOLODTSOV: The Russian Federation lived with oil prices at both $ 8 and $ 18. And in 2009 at the level of oil prices at $ 36. We need to see what the dynamics will be, how the countries of the cartel will fulfill the quotas that they have.

V. KARPOV: As far as I understand, there are serious problems with the implementation of quotas now, and this was discussed, among other things, at the meeting of the OPEC countries. As for the Russian Federation, it intends to act according to the rules that have been developed, do I understand correctly or not?

K. MOLODTSOV: Yes, we are not changing our plans. We will be watching the situation, and in this sense, that the consultations were carried out at the moment, suggests that we are involved in understanding what is happening in the market.

V. KARPOV: Is it possible that the Russian Federation can agree with someone not from the OPEC countries to cut production in order to raise energy prices?

K. MOLODTSOV: It is necessary to complete the situation in each specific case, how much volume can affect the change in price dynamics. In our understanding, the volume of 500 thousand barrels or more can affect the price change.

V. KARPOV: But Russia itself will definitely not agree to this.

K. MOLODTSOV: Coordinated actions are important here.

V. KARPOV: As for the prospects, as I understand it, the Minister of Finance is preparing Russia that this price has come in earnest and for a long time. I mean the price is in the region of $ 70-80 per barrel. What should our energy sector prepare for?

K. MOLODTSOV: Our oilmen are preparing for the implementation of the project next year, and, accordingly, for an increase in production in Eastern Siberia, as this is one of our priorities, to maintain production in Central and Western Siberia. And from the point of view of how long this price has come, of course, the psychological barrier passed below $ 80 can affect the current situation in 3-6 months. In general, a lot will depend, including on the current reserves that exist in countries that consume oil not only from their own fields. Much will depend on the winter. In this sense, I think that the next three months will show what the price dynamics will be.

A striking example of the transformation of power into quite specific cash flows is the supply of energy resources to the rebellious Donetsk and Lugansk regions. This noble cause has long been “engaged with enthusiasm in Novorossia, or, more precisely, earning money on it, is not a noble Ukrainian young oligarch Sergei Kurchenko. In the days of Yanukovych, he was patronized by members of the president's family; now, Russian officials have taken over the baton.

Not so long ago Sergey Filippov (on the picture), the head of Donbassgaz, in an interview that was removed from the Politnavigator website shortly after its appearance, told, as he put it, about the “nightmare” and “horror” of cooperation with the aforementioned Ukrainian oligarch and his Russian lobbyists. The "work schemes" organized by this person are harmful to both the DPR and Russia. "

It is no secret to anyone among the market experts that, being the general supplier of oil for refining at NK Bashneft, the company has the ability to push through the directions of supplies of oil products and export oil, as well as influence its pricing. The interest of Lukoil in Bashneft has long been known to market participants; business circles have been talking about the privatization of the Bashkir company for a long time.

However, as Konstantin Simonov, General Director of the National Energy Security Fund, writes in his article "Who Will Get Bashneft", "privatization for the state is not at all an opportunity to make money." In his opinion, it, that is, privatization, primarily solves the problem of distributing assets between the main nomenklatura clans. But how can you do this without serious consequences? How to properly divide assets between them? - the expert asks a question.

Gazprombank analyst Alexander Nazarov has his own answer, who believes that Lukoil would be the ideal option for everyone - it is a Russian company with understandable owners. " He is echoed in an interview with the Vedomosti newspaper by a federal official who did not want the journalist to call his name: “Lukoil's management knows how to manage”.

This official is actually the Deputy Energy Minister Kirill Molodtsov, from whom it is quite natural to hear such praises addressed to this company. Meanwhile, both market participants and experts cannot fail to see that Lukoil has long and deeply cooperated with Bashneft and is interested, apparently, not only in the officially mentioned Trebs and Titov fields. The audit of Bashneft revealed numerous violations, which all too often include companies controlled by entrepreneur Mikhail Golube, as well as subsidiaries of Lukoil.

Therefore, it becomes necessary to hide the large-scale manipulations with the oil produced, which were carried out through a number of well-known intermediaries.

One of Bashneft's middle managers compared the work of an oil company to a juice plant that has its own orchard, but the plant sells all the apples harvested in this orchard, and buys apples in the neighboring area with the proceeds. At the same time, he sells his apples cheaper than he buys from neighbors ...

Considering that the development of such schemes began in those glorious times when Bashneft belonged to Vladimir Yevtushenkov, a number of observers believe that the company is seriously contracted. “And you don't have to be a great specialist in the oil industry to assume that only business structures that are interested in maintaining the status quo can show interest in buying a state block of shares of such an asset,” writes journalist Irek Murtazin.


"Bashneft" to slaughter


At the same time, Vladimir Milov, the former Deputy Minister of Energy of Russia, and now the director of the Institute for Energy Policy, does not believe that the state block of shares in Bashneft will be sold at an open and fair auction. The expert believes that the deal will be negotiated behind the scenes. Lukoil has long had an eye on the Trebs and Titov fields in the Nenets Autonomous Okrug, hoping to consolidate its dominance in the Timan-Pechora oil and gas region ... company. Take away the license for the field, and refuse everything else, sell it. "

There is one important point in this commentary by Vladimir Milov, which is also shared by many other experts. Namely, the future of Bashneft, or rather its absence. The logic of Lukoil's actions is obvious and pragmatic: to take the most valuable deposits for yourself, "and give up everything else, sell it." In other words, Bashneft will go under the knife. And how else to “legally” hide the ends in the water according to the identified schemes with the withdrawal of funds from the now state-owned Bashneft? And the figure of Mr. Dove in this game no longer seems so influential on the oil market. Someone will have to be responsible for the machinations with state oil?

But the bigger players seem to stay afloat. And here is the right time to recall the vice-president of Lukoil, Mr. Subbotin, and his creature Ruslan Genshe, who for several years oversaw commercial flows and prices at Bashneft. At one time, it was Gensh who appeared in the media as a person involved in several large deals on the sale of "black gold" of ANK "Bashneft" to companies controlled by the oil oligarch Mikhail Golub. It is believed that it was Mr. Subbotin who helped Gensch hide abroad when the Prosecutor General's Office became interested in these transactions. “So, not long before that, the bureaucratic patrons had already“ brought into the shadows ”the former main participant this crime story- ex-vice-president of the company Ruslan Gensh, who quietly resigned of his own free will and went abroad, where he waits until Corsic and his patrons “resolve issues” with law enforcement agencies, ”wrote about this story in the media in December last year.

However, with the exit of Gensch from the "business", the deal did not stop. The well-established corruption schemes were "transferred" to the managers who replaced him, who continued the fraud with oil and oil products of Bashneft. When the scandal subsided a little, and the patrons, apparently, “resolved the issues,” Gensch really returned to Russia. And after his appointment as the head of the bunkering company Lukoil-bunker, it became quite obvious whose interests he represented in Bashneft.

So far, however, it is not clear what role Gensch will play in his new job. Indeed, judging by the numerous publications, in the same place he distinguished himself by no means the talents of a successful manager: “Alexander Korsik, who took over the presidency of the company only in 2011, working hand in hand with the vice president of NK Bashneft for the supply of hydrocarbons Ruslan Gensh , in just three years, created on paper a vast empire for the withdrawal of funds from an oil company. "Bashneft" pumped oil from the bowels, and Korsik and Gensh pumped money from "Bashneft" - so, in a few words, journalists described the situation created by the first leaders of the oil concern. "

However, no matter what Gensh does, it is obvious that Lukoil's pressure on Bashneft is unabated.

As a reminder, Valery Subbotin, vice president of Lukoil, manages all oil commodity flows and distributes them. And here again Bashneft's export deliveries to Slovakia and Hungary are emerging. I have already described the scheme of oil supplies to refineries in Slovakia and Hungary with the mediation of the offshore company Matrix Overseas Trading Inc., owned by Deputy Energy Minister Kirill Molodtsov, which he actively used with partners in his bureaucratic business. After the publication of the Panama dossier, the offshore intermediary, of course, changed, but the owners probably remained the same.

Attempts by Bashneft to get out of the scheme are thwarted either through the resource of Lukoil, which has the ability to manipulate the supply of light oil to the Bashkir refineries, which, as you know, will simply not be able to work on their own heavy oil. Or from the side of Deputy Minister Molodtsov, who, on behalf of the state, as the main shareholder of Bashneft, directs the flow of raw materials export in the right directions. The only question is - "needed" to whom? In this well-functioning system, as the audits have shown, there is definitely no place for state interests.

It is clear that, being in the iron claws between the blackmail of Lukoil and the administrative resource of Kirill Molodtsov, Bashneft has no other directions for the supply of oil products except those indicated to it. Therefore, it is not surprising that their main supplier to the DPR and LPR is the Bashneft company controlled by Lukoil. Well, then these oil products end up in the hands of that very Sergei Kurchenko, who rules all oil and financial flows in the republics, taking into account, of course, the interests of his lobbyists from high offices in Moscow. How is another story.

Corruption, as Wikipedia writes, (from Lat. Corruptio - bribery) is a socially dangerous phenomenon in the sphere of politics or public administration, expressed in the deliberate use of their official status by representatives of the authorities to illegally obtain property and non-property benefits and advantages in any form, and equal to bribery of these persons. In practice, usually, an official, having groped for his corruption trickle, quietly draws from it, not particularly standing out, without forgetting about his direct duty - serving for the good of the state. But it seems that in the case of Deputy Energy Minister Kirill Molodtsov, this is not at all the case. He is a politician, he is a hero, he is also a "middle manager". As a result, the very "monetization" of the position takes place.

The invention of schemes for this monetization is the talent that Ostap Ibrahimovich himself, the inventor of 400 comparatively legal ways of taking other people's money, could envy. Any powers of a government official are used with only one purpose - to turn their corrupt trickle into a full-flowing cash flow.
