Members of the WTOO "Union of Artists of Russia" can be professional creative workers of the fine arts: artists, restorers and art historians, as well as folk craftsmen who have created works of authorship that have independent creative significance and recognize the Charter of the WTOO "Union of Artists of Russia".

Admission to members of the All-Russian creative public organization "Union of Artists of Russia" is carried out in accordance with the Regulations on the procedure for admission to membership and termination of membership in the All-Russian creative public organization "Union of Artists of Russia" (published below).

List of documents required to join the Union of Artists

• a written application for admission with an obligation to comply with the Charter of the All-Russian Union of Artists of Russia;
• a list of major works, photographs and reproductions of works, documents on participation in art exhibitions held in the system of the All-Union Union of Artists of Russia, or a list of works of art;
• recommendations of three members of the WTOO "Union of Artists of Russia" (with a membership experience of at least 5 years);
• certificate of registration at the place of residence;
• a copy of a diploma or a certificate of education;
• autobiography;
• personal sheets of records with photographs of 4X6 cm.

Regulations on the procedure for admission to membership and termination of membership in the All-Russian creative public organization "Union of Artists of Russia"

I. General Provisions

These Regulations have been developed and adopted in full accordance with clause 3.2 of the Charter of the All-Russian creative public organization "Union of Artists of Russia" (hereinafter referred to as "CXR") and the current legislation, is subject to execution by all structural divisions-organizations (branches) of the "CXR".

Members of the "SHR" can be professional creative workers of the fine arts: artists, restorers and art historians, as well as folk craftsmen who have created works of authorship that have independent creative significance and recognize the Charter of the "SHR".

II. Conditions and procedure for acquiring membership of "SHR"

2.1. Admission to membership in the "CXR" is carried out by an agreed decision of the structural unit-organization (department) and the Secretariat of the "CXR".

2.2. Structural subdivisions-organizations (departments) with more than 50 members of the "SKhR" registered with the decision of the Board, other structural subdivisions carry out the reception at the general meeting.

2.3. An applicant wishing to become a member of the SKhR and familiarized with the Charter of the SKhR applies to the Board of the structural unit at the place of his permanent registration at the place of residence and submits the following documents:

• a written application for admission with an obligation to comply with the Charter of the "SHR";
• a list of major works, photographs and reproductions of works, documents on participation in art exhibitions held in the "CXR" system or a list of art history works;
• recommendations of three members of the "SHR" (with a membership experience of at least 5 years);
• certificate of registration at the place of residence;
• a copy of a diploma or a certificate of education;
• autobiography;
• personal sheets of records with photographs measuring 4X6 cm;

2.4. Board of the structural unit (or its creative sections):

get acquainted with the works and works of the Applicants wishing to be admitted to the "Union of Artists";

take into account the results of the artist's participation in significant exhibitions held in the "CXR" system in the application of his professional skills, the results of the work of art historians in the theoretical generalization and popularization of the art of Russian artists, the participation of applicants in the social activities of the structural unit;

prepare the registration of the Applicant's personal file, recommended for admission to membership in the "SKhR";

organize the display and discussion of the Applicant's works at special meetings or admission sessions.

2.5. Admission to membership in the "SKHR" is carried out once a year at the place of permanent registration at the place of residence, joining the members of the "SKHR" within the terms established by the Secretariat of the "SKHR".

2.6. Admission to membership in the "SHR" is carried out in the following order:

for artists - by showing their works at specially organized exhibitions of applicants, taking into account their successful participation in previous exhibitions organized and conducted by the "CXR" or its structural divisions;

for artists whose main works cannot be exhibited at applicant's exhibitions (monumental art, art of cinema, theater, restoration of monuments, etc.) on the basis of viewing and evaluating their creative work on site, along with showing photographs, sketches at applicant's exhibitions and other works of the artist;

for art historians - based on the study, review and discussion of their art history works, articles or publicly presented projects.

2.7. Admission to membership in the "Union of Artists" is carried out by closed (secret) voting, for which:

the meeting (board) of a structural unit elects a counting commission from among its members by open vote (upon admission to the board of directors, the functions of a counting commission may be entrusted to the audit commission of this structural subdivision);

the counting commission elects the chairman and the secretary and prepares ballots (lists) for secret ballot with candidates for the "SKHR";

each participant in the secret ballot (meeting participant, board member) receives one copy of the ballot paper with the names of candidates for membership in the "SKhR", while a note is made in the list of voting participants (meetings, board members) that the ballot paper has been issued;

a secret ballot participant leaves in the ballot the names of those applicants, “for admission” of which he votes and crosses out the names of those “against admission” of whom he votes in the “CXR”, after which he puts the ballot in a special ballot box (box) or transfers it to the counting commission;

the meeting (board) of the structural unit approves the minutes of the counting commission with the results of the closed (secret) voting and attaches it to its protocol on admission to membership in the "SKhR", signed by the chairman and executive secretary of the board (meeting).

2.8. A decision is considered adopted if more than half of the eligible board (meeting) participating in the vote voted for it. An applicant who has not received a sufficient number of votes at a meeting of the Board (meeting) has the right to appeal to the Secretariat of the "CXR".

2.9. To approve the results of admission to the "CXR", a special meeting of the secretariat of the "CXR" is held, to which the structural divisions present:

minutes of board meetings (meetings) for admission to membership in the "SKhR" and minutes of creative commissions;

personal files of the Applicants admitted to the "CXR";

a list of major works, photographs and reproductions of works, information about participation in exhibitions;

a list of art history works and publicly presented projects accepted in the "CXR".

Applicants can submit their main works to the secretariat meeting.

2.10. The Secretariat of the CXR discusses the candidacy of each Applicant accepted in the CXR by the structural unit and through an open vote approves (or rejects) his admission to the membership of the CXR, which is documented by the minutes of the meeting of the secretariat.

2.11. Admitted to membership in the "SKhR" issued a single sample ticket (form No. 1 - is an integral part of these Regulations).

2.12. The membership card of the established form is the only document confirming the actual membership in the "SHR".

III. Conditions and procedure for termination of membership in "SHR"

3.1. Membership in "СХР" is terminated in the following cases:

a) exclusion from the members of the "SKhR";

b) retirement from members of the "SKHR".

3.2. The expulsion from the members of the "CXR" is made in case of violation or non-fulfillment of the duties of the members of the "CXR", provided for by sub. a, c, e, f p. 3.4 of the Charter "SHR".

3.3. Departure from members of the "SHR" is made:

a) in case of failure to fulfill the duties of a member of the "CXR" provided for in sub. b clause 3.4 of the Charter "SHR" within one calendar year;

b) of their own free will;

c) non-confirmation of membership in the "SHR", except for cases of disability due to old age or illness.

3.4. Departure from the members of the "CXR" in the event of failure to fulfill his duties or non-confirmation of membership is formalized by the minutes of the Secretariat of the "CXR" based on the information provided by the boards of the structural unit-organization (department).

3.5. A member of the "CXR" is considered to have retired from the Union from the moment the protocol of the Secretariat of the "CXR" is drawn up or from the moment the "CXR" receives an application for retirement of his own free will.

3.6. Those who left and were expelled from the members of the "SHR" can join the "SHR" again on a general basis.

3.7. In order to resolve the issue of non-confirmation of membership of the Management Board of structural divisions-organizations (branches), annually submit to the Secretariat of the "CXR" the following information about the members of the "CXR" registered in these structural divisions:

surname, name, patronymic, age, membership card number;

arrears in membership fees and fees for a creative workshop (studio) based on a certificate from the accounting department;

long-term for 4 (four) years non-participation in the statutory activities of the structural unit "SHR".

3.8. The expulsion from the members of the "SHR" is carried out by the same bodies and in the same manner as the admission to the members of the "SHR", except for the cases provided for in paragraphs. 3.9, 3.10 of these Regulations.

3.9. Actions committed by the members of the CXR, including those elected to the governing bodies of the CXR system, attributed to single gross violations of the Charter of the CXR, serve as grounds for exclusion from the members of the CXR in a special order - on the basis of a resolution of the Secretariat of the CXR.

3.10. Actions aimed at violating the organizational structure of a single Union, or at alienating the property objects of the SKhR and its structural divisions, as well as causing material damage to the SKhR and its structural divisions, distribution in print media or other by means of information discrediting the honor, dignity or business reputation of other members of the SKHR, its structural divisions, commercial and non-commercial structures of the SKHR system, including filing unreasonable claims to the judicial authorities.

IV. Final provisions

4.1. When the authorized bodies decide on the admission and termination of membership in the "CXR", the presence of the applicant or a member of the "CXR" is not required.

4.2. The decisions of the authorized bodies on the termination of membership in the "CXR" can be appealed to the Central Auditing Commission of the "CXR".

4.3. The decisions of the authorized bodies on the admission and termination of membership in the "SHR" cannot be appealed or invalidated (illegal) by the judicial authorities, since in accordance with Art. 17 of the Federal Law "On Public Associations", interference of state authorities in the activities of public organizations is not allowed.

1. When filling out the questionnaire, remember that you are joining a trade union of artists, and not a trade union of workers in any other field of activity (business, industry, politics, transport, etc.).
